About DENTSU SOKEN Center of Economic Security Research (DCER)
By integrating dentsu’s intelligence and technology, the center aims to provide multifaceted support for business' economic and cyber security.
In the fields of economic security, including cyber defense, DCER will support the sustainable development of Japanese society and businesses with the following three functions as its pillars.
DCER will provide a variety of specialized services, aiming to further its contributions to Japanese society and businesses as a think tank integrating dentsu’s longstanding domestic and international partnerships and diverse intelligence, as well as the technology solutions developed and led by DENTSU SOKEN as part of dentsu.
Executive Director

Shigeru Kitamura
Former Secretary General of the National Security Secretariat- Born in Tokyo. Graduated from the Faculty of Law at the University of Tokyo and joined the National Police Agency in 1980. Has held various positions, including Executive Secretary to the Prime Minister, Director of Cabinet Intelligence and Secretary General of National Security Secretariat/National Security Advisor to the Cabinet. He established the Economic Section within the secretariat and promoted economic security policies. In December 2020, Kitamura was awarded the Defense Department Distinguished Service Medal by the US government. After retiring from governmental duties in July 2021, he became a member of the expert committee on economic security legislation in November of the same year. Kitamura is also the President & CEO of Kitamura Economic Security Inc.

Robert C. O’Brien
Former National Security Advisor of the United States- Robert C. O'Brien was the 27th United States National Security Advisor from 2019-2021.
He has been appointed to serve on the President's intelligence Advisory Board (PIAB) in President Trump's second term

John Lee
Former Senior National Security Advisor, Australian Government- Dr. John Lee is a senior fellow at the Hudson Institute in Washington DC. From 2016-2018, he was a senior national security adviser to the Australian government and the principal adviser for the 2017 Foreign Policy White Paper. He is one of the foremost experts in Indo-Pacific strategic and geo-economic affairs and the Chinese political economy.

Hiroshi Igarashi
Representative Executive Officer, President & Global CEO, dentsu- Joined Dentsu Inc. in 1984 and, after gaining experience in the account management division, was appointed Executive Officer, Dentsu Inc. in January 2017, and Representative Director, President and CEO in January 2020. Since March 2022, he has served as Director, President and CEO of Dentsu Group Inc. (current position since March 2023), where he has been driving forward business transformation and further advancement of management on a global scale.
